FIM CENTENARY CONGRESS - PARIS 2004

The 122nd Congress of the FIM ended today with the last session of the General Assembly, in the presence of delegates from 76 countries.
The General Assembly unanimously approved the reports of the Commissions and Panels as well as the 2005 budget. Mrs. Andrea Coleman made a presentation on the current situation of the Riders for Health programme ''Bringing Health to Rural Africa''. - Within the framework of the FIM Centenary celebrations, the six founding Federations of the Fédération Internationale des Clubs Motocyclistes in 1904, Austria, Belgium, Denmark, France, Germany and Great Britain, received special commemorative plaques. Moreover, a representative of each member Federation of the FIM present, as well as the FIM promoters, received a Centenary medal. - Two 2004 World Champions, whose Championships finished earlier this year, received their medals: Janne Tapio (Finland, Snowcross World Champion), and Dimitry Bulankin (Russia, Ice Racing World Champion). - The Fair-Play Trophy was awarded to the Italian rider Roberto Rolfo for his exemplary behaviour during the 250 Catalunya Grand Prix. - The Environment Award was awarded to the CBM for its work during the International Six Days'' Enduro in Fortaleza in November 2003. - The 2005 Conference Meetings will be held from 18 to 20 February in Geneva. - The 2005 Biennial Session will take place from 21 to 24 October in Geneva. - The 2006 Congress will be organised in Salvador, Bahia, Brazil. The main decisions and modifications for the 2005 season are the following: Road Racing Commission (CCR) - The Superstock class, a European Championship until 2004, will be allocated the title of Superstock 1000cc FIM Cup and will be held within the European rounds of the 2005 Superbike/Supersport World Championships. - Endurance World Championship: The Ride through procedure is cancelled and replaced by the Stop & go procedure (stop: 30 seconds) - The speed limit in the pit lane will be 60 km/h (instead of 85 km/h) - Championship points: the following points will be awarded to the first 15 teams classified. Races of 6 hours or less, or 900 km or less: no change (25, 20, 16, 13, etc.). Races of more than 6 to 12 hours, or more than 900 to 1800 km: 30, 24, 19, 16, 13, 12, 11, 10, 8, 7, 6, 5, 4, 2, 1. Races of more than 12 hours or more than 1800 km: 35, 28, 22, 18, 15, 14, 13, 11, 10, 8, 7, 6, 4, 3, 1 - Additions to the gearbox or selector mechanism such as quick shift systems are authorised. A system switching off the ignition or the injection can be used on the selector mechanism. The CDI box may be modified or changed, but the connections between the box and the electric wires must remain as original. - The Sidecar class will be allocated the title of World Championship as from 2005 for rider, passenger, engine manufacturer, chassis manufacturer. The calendar will have eight rounds: 08/05: Brands Hatch-GBR; 10/07: Schleiz-GER; 21/08: Rijeka-CRO; 11/09: St Petersburg-RUS; + 4 events to be announced - Sidecar grid: 3-2-3-2... Motocross Commission (CMS) FIM Junior Motocross World Championship: a working group will be created to study the introduction of a Motocross of Nations for National teams. Freestyle: a working group will be created to gather information about the discipline in the countries where competitions are being held. Trial Commission (CTR) Trial rules: Age of riders in the FIM Junior Trial Cup: men between 18 and 21 years old and Women from 18 years old and holders of a valid driver''s licence - Marking of parts: after technical scrutineering, the organiser will affix the sticker to the top part of the headlight fairing of each machine (not on the back mudguard) - For 2006: 10 events maximum (8 two-day events in Europe: first day for the European and Women''s World Championship or other Championship, second day for the World Championship - 2 two-day events outside Europe). Indoor Trial: Each lap must include at least 7 normal sections and at least one double lane. It would also be possible to have one jump section. In the first lap there will be 9 sections maximum - The events must be staged from January 1 to March 15. - Entries: there will be a minimum of 7 and a maximum of 8 riders in each event; the promoter will choose the wild-card rider (7th rider) in a list of 6 riders presented by the CTR before September 30; each of those riders will take part in 2 events as wild-card. The organiser will propose a wild-card rider to the CTR; wild-card riders must figure in the results of the Individual Trial World Championship of the preceding year or in the first 3 places of the FIM Individual Junior Trial Cup of the preceding year - The Indoor Trial will be in the programme of the World Games in Duisburg in 2005 - The Indoor Trial World Championship calendar will be published as soon as possible. Enduro and All-Terrain Rallies Commission (CER) Enduro: The overall classification is cancelled - Entries: all the riders who scored points in the World Championship of the previous year (pre-inscription before January 15 of the year of the Championship); 20 riders by class, chosen by the CER, coming from the best riders of the Continental Championships (pre-inscription before January 15 of the year of the Championship). Riders will be added as wild-card by the FMNR; if the total number of entries is less than 120, the FMNR may add as many wild-card riders to the entry list as they wish up to 120; the CER may complete the list with wild-card riders - It is compulsory to have at least three Special Tests, one of each type (CT, ET and XT), each one having to be timed at least once per day - FIM Junior Enduro World Cup in 2005; name of the class: Enduro Junior, motorcycles open, age between 16 and 21 years old. Results and classifications: the FIM Junior Enduro World Cup will take place at each event of the Enduro World Championship but only the 12 best results of each rider count towards the final classification (same scale of points of the Enduro World Championship). Cross-Country Rallies and Bajas: Marathon and Production classes: up to 450cc single or twin cylinder engines; over 450cc up to 700cc single or twin cylinder engines. Deposit for protest to the International Jury or FIM Stewards: CHF 200. Track Racing Commission (CCP) Race format: the CCP decided to modify the race format of all the Individual Speedway World Championships, the Individual Ice Racing World Championships (except the Finals), the 80cc Speedway Gold Trophy and the 1000cc Speedway Sidecar Gold Trophy: format of 20 or 40 heats plus a Final with the best 4 points scorers which will determine positions 1-2-3-4. All the other positions will be according to the score after heat 20 or 40. Riders'' gate positions for the Final will be chosen by the riders according to their placings after heat 20/40. The format of the 2005 Individual Speedway World Championship Grand Prix will be modified; it will consist of a 20 heat system plus 2 semi-finals and 1 final. Commission for Leisure Motorcycling (CML) The CML will create an Off-Road working group in order to study the opportunities for creating recreational off-road riding activities in conjunction with the Enduro Commission. Commission for Mobility, Transport, Road Safety and Public Policy (CMT) The 4th Experienced Rider Training Symposium will take place early in 2006 in the United States (Southern California) in conjunction with the World Motorcycle Safety Conference organised by the Motorcycle Safety Foundation - A working group was set up to prepare an action plan to raise awareness on the problem of theft of powered two-wheelers. The use of stolen motorcycles and spare parts creates a negative image on motorcycling - The decision of the General Assembly to regulate the discipline of Freestyle at FIM level has a very positive influence on the perception of motorcycle activities and thus also on the motorcycling community. International Environment Commission (CIE) Charter of good practice: the green line text was approved by the Commission and the General Assembly and will be sent to all sporting events organisers.
