Assemblée Générale, principales décisions, calendriers 2007

The 123rd Congress of the FIM ended today with the last session of the General Assembly, in the presence of delegates from 63 countries. The General Assembly unanimously confirmed the appointments of the Members of the International Judicial Panel. Mrs. Andrea Coleman made a presentation on the current situation and latest achievements of the Riders for Health programme “Bringing Health to Rural Africa”.

- The following amendments to the Sporting Code were accepted by the General Assembly:

Meetings covering several territories: when a FIM World Championship, FIM Prize or international meeting crosses the territory of two or more FMNs, the FMNR must obtain the prior written approval of all FMNs concerned if it concerns a stopping place for classification (outside a liaison stage)…

The minimum age of riders should not be lower than 12 years for any event run under the aegis of the FIM.

- The FIM Environmental Award was awarded to the Auto-Moto Club du Sanetsch (Switzerland), organiser of the Snowcross World Championship round in Veysonnaz. The prize will be awarded during the gala evening of the Sport & Environment Conference of the UNEP in Lausanne at the end of November.

- The signature by the FIM of the “Panathlon Declaration on Ethics in Youth Sport”, proposed by the General Association of International Sports Federations (GAISF), was approved by the General Assembly.

- The General Assembly unanimously approved the awarding of Honorariat for the following persons: FIM President Francesco Zerbi, CCP President Renzo Giannini, CTR President Ignacio Verneda, CCI President Inge Blank, CCR Vice-President and former Sidecar World Champion Max Deubel, and Commission Members Arnost Zemen (CMS), John Thomson (CCR) and Laurent Podevyn (CTI).

- The title of Member of Honour was awarded to Mr Michel de Thomasson, FIVA President.

- The main decisions and modifications for the 2007 season (except where otherwise indicated) are the following:

Le 123ème Congrès de la FIM s’est terminé aujourd’hui avec la dernière séance de l’Assemblée Générale, en présence des délégués de 63 pays. L’Assemblée Générale a confirmé à l’unanimité la nomination des Membres du Collège des Juges Internationaux. Mme Andrea Coleman a fait une présentation sur la situation actuelle et les dernières réalisations du programme de Riders for Health pour l’aide sanitaire en Afrique rurale.

- Les amendements suivants au Code Sportif ont été acceptés par l’Assemblée Générale :

Manifestations traversant plusieurs territoires : lorsqu’un Championnat du Monde, Prix FIM ou une manifestation internationale traverse le territoire de plusieurs FMN, la FMNR doit obtenir l’accord écrit et préalable de toutes les FMN concernées s’il s’agit d’une étape de classement (hors étape de liaison)…

L’âge minimum des coureurs ne doit pas être inférieur à 12 ans pour toute manifestation organisée sous l’égide de la FIM.

- Le Prix FIM Environnement a été décerné au Auto-Moto Club du Sanetsch (Suisse), organisateur de l’épreuve du Championnat du Monde de Motoneige à Veysonnaz. - L’Assemblée Générale a approuvé à l’unanimité la remise de l’Honorariat aux personnes suivantes : le Président FIM Francesco Zerbi, Le Président CCP Renzo Giannini, le Président CTR Ignacio Verneda, le Président CCI Inge Blank, Le Vice-Président CCR et ancien Champion du Monde Sidecar Max Deubel, et les membres de Commissions Arnost Zemen (CMS), John Thomson (CCR) et Laurent Podevyn (CTI).

- Le titre de Membre d’Honneur a été décerné à M. Michel de Thomasson, Président de la Fédération Internationale des Véhicules Anciens (FIVA).

- Les principales décisions et changements pour la saison 2007 (sauf autre indication) sont les suivants:

Road Racing/Courses sur Route

– The calendars of the Endurance and Sidecar World Championships will be published later; negotiations with the promoters are still in progress.

- Endurance: the limit for the maximum age finishes at the end of the year in which the rider reaches the age of 55 (subject to a medical certificate as from the age of 50) – The starting grid will be drawn up including the number of teams qualified for the race on the basis of the average of the best times recorded for one lap by all the riders (reserve rider not included) of the team during one of the qualifying sessions – The background colours of the number plates will be as follows: black for Superbike, blue for Superproduction, red for Superstock and green for open class.

- An International Rally Championship, based on the French “Mototour” formula, will be held during the 2007 season. The sporting concept is that of a Road Rally. In the programme are included linking sectors, regularity courses and special stages on closed roads and on circuits. It is a mass competition, accessible and favourable to the image of motorcycling sport as a whole: all motorcycles must be road-homologated; on open roads the traffic rules will be enforced.

- The introduction of a Women’s Superstock FIM Cup will be studied for the 2008 season.

- Les calendriers des Championnats du Monde d’Endurance et Sidecar seront publiés plus tard ; les négociations avec les promoteurs sont toujours en cours.

- Endurance : la limite maximum pour l’âge se termine à la fin de l’année durant laquelle le pilote atteint l’âge de 55 ans (sujet à certificat médical dès 50 ans) – La grille de départ sera établie en incluant le nombre d’équipes qualifiées pour la course sur la base de la moyenne des meilleurs temps enregistrés sur un tour par tous les pilotes (pilote réserve non compris) de l’équipe lors d’une des séances de qualification – Les couleurs des plaques-numéros seront les suivantes : noir pour le Superbike, bleu pour le Superproduction, rouge pour le Superstock et vert pour la classe open.

- Un Championnat International des Rallyes, basé sur la formule française Mototour, sera organisé dès la saison 2007. Le concept sportif est celui d’un rallye routier. Au programme seront organisés des parcours de liaison, des épreuves de régularité, des épreuves spéciales sur routes fermées et sur circuits. Il s’agit d’une épreuve de masse, accessible et favorable à l’image du sport moto dans son ensemble. Toutes les motos doivent être homologuées pour la route ; sur route ouverte les règles de circulation seront applicables.

- L’introduction d’une Coupe FIM Superstock Féminine sera étudiée pour la saison 2008.

Motocross/SuperMoto

- Junior Motocross World Championship: the capacity limit in the rules will be 85cc. Two motorcycles may be used – Sidecar Motocross World Championship: the replacement of a passenger before the end of the verifications prior to the meeting can still be authorised.

- Amendments to the MX1/MX2 Motocross World Championships rules and SuperMoto World Championship will be published after the Motocross Grand Prix Commission meeting next month.

- The Freestyle Motocross World Championship promoter IFMXF made a presentation on the first season of this World Championship, considered as very positive.

- Championnat du Monde de Motocross Junior : la limite de cylindrée dans les règlements sera 85cc. Deux machines pourront être utilisées – Championnat du Monde de Motocross Sidecar : le remplacement d’un passager avant la fin des vérifications techniques précédant la manifestation peut encore être autorisé.

- Des amendements aux règlements des Championnats du Monde de Motocross MX1/MX2 et du Championnat du Monde SuperMoto seront publiés après la réunion de la Commission Motocross Grand Prix le mois prochain.

- Le promoteur du Championnat du Monde de Motocross Freestyle, IFMXF, a fait une présentation sur la première saison de ce Championnat du Monde, considérée comme très positive.

Trial

- Participants: FIM licence holder: rider, passenger, Trial assistant (instead of mechanic: change in the Sporting Code and all Trial regulations) – FIM Junior Trial World Cup: maximum age will be 23 (instead of 21).

- Indoor Trial, entries: b) wild-card riders:… each one of these two riders will be chosen as invited rider to take part in all the rounds. c) The organizer will propose to the CTR an invited rider, chosen in the list of six riders proposed by the CTR - In case of « force majeure », the referee can, by his own initiative or following a request of the Clerk of the Course, modify the number of sections.

- Participants : détenteur d’une licence FIM : pilote, passager, assistant Trial (au lieu de mécanicien : changement dans le Code Sportif et tous les règlements Trial) – Coupe du Monde FIM de Trial Junior : L’âge maximum sera de 23 ans (au lieu de 21).

- Trial Indoor, engagements : b) pilotes wild-card :…chacun de ces deux coureurs sera choisi comme invité, à participer à toutes les manifestations. c) L’organisateur proposera à la CTR un coureur invité choisi parmi la liste de six coureurs proposés par la CTR – En cas de force majeure, l’arbitre peut, de sa propre initiative ou suite à la demande du Directeur de Course, modifier le nombre de sections.

Enduro & Cross-Country Rallies – Enduro & Rallyes Tout Terrain

- Enduro rules: Time limit: a rider who arrives at a time check more than 15 minutes after his original arrival time on each time check is automatically classified as retired – The Team Enduro World Cup is cancelled – Inscription and participation: the total number of participants in each event is 150 (E1, E2, E3, EJ); the following are admitted to participate in the Enduro World Championship, in order of priority: all the riders who scored points in the World Championship of the previous year, the 5 best riders of each class from the Continental Championships of the previous year who did not score any points in the WC of that year, the riders who scored points in the World Championship of the current year; riders can be added to the list up to a maximum of 150 – The numbers will be allocated to the first 15 riders of each class who scored points in the World Championship of the previous year. The number will correspond to the final position of the rider - - Any offence to the provision of the marking of parts is considered as a statement of fact.

- Indoor Enduro FIM Cup: this Cup will be introduced as from November 2007 (two weeks after the ISDE), and will be run until March 2008 (the last event must be held no later than two weeks before the first Enduro World Championship event).

- Cross-Country Rallies: Entries to Cross-Country Rallies events (World Championship, FIM Prize, International event) will be accepted for riders who are in possession of a licence delivered by the National Federations according to specific criteria of the riders’ aptitude (see Medical) – In rallies with long sections, in a desert environment, with the risk of slow riding, a satellite system will be required for each rider, in addition to the compulsory security system. At sunset, if riders are still riding in the special stage, a permanent watch must be organized at the check-point; the medical cars equipped to carry an injured person will be placed every 100 km – The speed limit cannot be superior to 60 km/h in the dangerous areas indicated in the road-book – Starting order: the first ten riders will start with 2 minutes interval – By derogation, the organizer can give the possibility to continue the race for the riders suffering mechanical failure. The rules must be defined in the Supplementary Regulations. In the World Championship events, these riders will be excluded from the event classification and must start the sections after the riders who are in the race – The loss of a time card will result in a penalty of 5 minutes - The non-respect of the entry, exit and direction of traffic in control zones will result…3rd infraction and more: 3 hours – The beacon will be of a civil aviation homologated type.

- Règlements Enduro : limite de retard : un coureur qui arrive au contrôle horaire plus de 15 minutes après son heure d’arrivée prévue à chaque contrôle horaire sera automatiquement classé comme retiré – La Coupe du Monde d’Enduro par équipes est supprimée – Engagement et participation : le nombre total de participants à chaque manifestation est de 150 (E1, E2, E3, EJ) ; sont admis à participer au Championnat du Monde d’Enduro, par ordre de priorité : tous les coureurs ayant marqué des points au Championnat du Monde de l’année précédente, les 5 meilleurs coureurs de chaque classe des Championnats Continentaux de l’année précédente qui n’ont pas marqué de points en CM, les coureurs ayant marqué des points au Championnat du Monde de l’année en cours ; des coureurs peuvent être ajoutés à la liste jusqu’au maximum de 150 – Les numéros seront attribués aux 15 premiers coureurs de chaque classe ayant marqué des points au classement du CM de l’année précédente ; le numéro correspondra à la position finale du coureur – Toute infraction aux dispositions de marquage des pièces est considérée comme une constatation de fait.

- Coupe FIM d’Enduro Indoor : cette Coupe sera introduite dès novembre 2007 (deux semaines après le CISJE), et6 se déroulera jusqu’en mars 2008 (la dernière manifestation doit avoir lieu au plus tard deux semaines avant la première épreuve du Championnat du Monde d’Enduro).

- Rallyes Tout Terrain: afin d’être engagés dans une manifestation de Rallyes Tout Terrain (Championnat du Monde, Prix FIM ou manifestations internationales), les coureurs doivent être en possession d’une licence délivrée par les Fédérations Nationales selon des critères spécifiques d’aptitude des coureurs (voir Médical) – Sur les rallyes constitués d’étapes longues, en milieu désertique, avec risque d’avancement lent, il sera exigé pour chaque coureur, en plus de l’équipement de sécurité obligatoire, un système de suivi par satellite. Au coucher du soleil, si des coureurs continuent à rouler dans la spéciale, une veille permanente devra être assurée au PC course ; les voitures médicales équipées pour transporter un blessé couché seront disposées tous les 100 km - La limitation de vitesse ne peut pas être supérieure à 60 km/h dans les zones dangereuses indiquée dans le road-book – Ordre de départ : les dix premiers coureurs partiront à 2 minutes d’intervalle – Par dérogation, l’organisateur pourra donner aux coureurs victimes de panne mécanique la possibilité de poursuivre la course. Les règles devront en être définies dans le Règlement Particulier. Dans les épreuves de Championnat du Monde, ils seront exclus du classement et devront prendre le départ des étapes après les coureurs en course – La perte de la fiche de pointage entraînera une pénalité de 5 minutes. Le non-respect de l’entrée, de la sortie et du sens de circulation dans les zones de contrôle… : 3ème infraction et suivantes : 3 heures – La balise sera d’un type homologué aviation civile.

Track Racing – Courses sur Pistes

- Speedway: Tactical substitute rider: …however, each rider may be used as a substitute once only – Additional protective devices (homologation): performance tests must be carried out in a laboratory by the applicant. The laboratory must have obtained the ISO 17025 certification. The applicant must provide an official document attesting that the laboratory fulfils this request as well as a recent document certifying the calibration of the instruments – Light signals:…they must be preferably assembled in a vertical tower and be visible from any part of the stadium; in addition to these lamps, there must be a minimum of three red, flashing lamps, positioned not more than 4 metres from the track and easily visible by the riders… - Referee’s box:…possibility to switch off the green light without releasing the tapes.

- Track Racing Sidecar Gold Trophy 1000cc (amendments to the rules).

- Team World Long Track Championship: will be introduced as from 2007.

- Speedway: coureur substitut tactique:…cependant, chaque coureur ne pourra être utilisé comme substitut qu’une seule fois – Systèmes de protection accessoires (homologation) : des tests de performances doivent être réalisés en laboratoire par le requérant. Le laboratoire doit avoir obtenu la certification ISO17025. Le requérant doit présenter un document officiel certifiant que le laboratoire répond à ce critère ainsi qu’un document récent certifiant le calibrage des instruments – Signaux lumineux :…ils doivent être de préférence assemblés dans une tour verticale et être visibles de chaque endroit du stade ; en complément à ces feux, il doit y avoir un minimum de trois feux rouges clignotants, situés à 4 mètres au maximum de la piste et facilement visible par les coureurs… - Cabine de l’arbitre :…d) possibilité d’éteindre le feu vert sans relâcher la grille de départ.

- Trophée d’Or Sidecar 1000cc de Courses sur Pistes (amendements aux règlements).

- Championnat du Monde de Long Track par équipes : sera introduit dès 2007.

Women in Motorcycling – Femmes et Motocyclisme

The aims of the Commission were discussed at length, based on the creation of equal opportunities and treatment for all women involved in all aspects of activities related to motorcycling. A work schedule was established for the relations with the main sectors of activities: sporting (Road Racing, Motocross, Trial, Enduro/Cross-Country Rallies, Track Racing) and non-sporting (Medical, training, PR/media, leisure motorcycling/touring, marketing).

Les buts de la Commission ont été longuement discutés, bases sur la création d’opportunités et traitements identiques pour toutes les femmes concernées par tous les aspects des activités relatives au motocyclisme. Un plan de travail a été établi pour les relations avec les principaux secteurs d’activités : sportives (Courses sur Route, Motocross, Trial, Enduro/Rallyes Tout Terrain, Courses sur Pistes) et non-sportives (médical, formation, relations publiques/média, motocyclisme de loisirs/tourisme, marketing).

Technical – Technique

- Motocross: the first step in the noise level reduction (94 dB/A measured at fixed rpm) in Motocross and SuperMoto will be enforced in 2008. The second step will be decided in 2007 for application as from 2010.

- Enduro: as from 2008 the noise level limit will be 94 dB/A measured at an average piston speed of 13 m/s. For the homologation of Cross-Country Rallies motorcycles, the FIM will request from the manufacturers the list of all models to be used in the discipline with technical data, in order to simplify the technical controls.

- Motocross: le premier degré de réduction du niveau sonore (94 dB/A mesurés à un taux fixe de rpm) en Motocross et SuperMoto entrera en vigueur en 2008. Le second degré sera décidé en avril 2007 pour entrée en vigueur dès 2010.

- Enduro, à partir de 2008, la limite du niveau sonore sera de 94 dB/A mesurés à la vitesse moyenne du piston de 13 m/s. En ce qui concerne l’homologation des motos de Rallyes Tout Terrain, la FIM demandera aux constructeurs la liste de tous les modèles utilisés dans cette discipline avec données techniques, afin de vérifier la conformité des machines et simplifier les contrôles techniques.

Medical – Médical

- In addition to the medical examination, an applicant for any licence in Cross-Country Rallies (World Championship, FIM Prize, international events) must undergo and pass successfully an echocardiogram once in his lifetime prior to the issuing of the licence. An exercise tolerance electrocardiogram must be conducted and successfully passed with this echocardiogram and is then required every three years.

- En complément à l’examen médical, un candidat à toute licence en Rallyes Tout Terrain (Championnat du Monde, Prix FIM, manifestations internationales) doit effectuer et passer avec succès un échocardiogramme une fois dans sa vie avant l’émission d’une licence. En complément à cet échocardiogramme, un électrocardiogramme de tolérance à l’effort devra être effectué et passé avec succès tous les trois ans.
