DVLA LAUNCHES CONSULTATION ON REVISED FEES FOR DRIVER LICENSING AND VEHICLE REGISTRATION

The Driver and Vehicle Licensing Agency (DVLA) has launched a consultation document on the development of the fee structure for driver licensing and vehicle registration introduced last year.

The consultation sets out the Agency’s proposals for simplifying the fee structure ensuring a fairer and even more equitable system of charges, and for providing greater flexibility for funding future vehicle registration and driver licensing activities.

Over the next few years the Agency needs to introduce a number of new initiatives to meet legislative changes – including a significant expansion in the scope of web-
based services and the introduction of more secure driving licences.

The revised fees will help to ensure that the information contained on the Agency’s vehicle and driver databases is accurate and up to date. This information is used by the police and other enforcement agencies to tackle vehicle and other related crime and contributes to improved road safety by allowing unroadworthy vehicles to be identified and tracked by the police as well as motor manufacturers for vehicle safety recalls.

The consultation includes proposals for funding the renewal of photocard licences which ensures the card retains an accurate likeness of the licence holder. The 10-year renewal cycle for these begins in 2007/8.

The consultation also addresses the issue of funding the replacement of the old paper driving licences with more secure card licences to comply with future EU legislation. Options include a charge for registering keeper changes following the sale of vehicles and the introduction of an annual charge for maintaining vehicle register information.
