PENNDOT TO CHANGE MOTORCYCLE LICENSING PROCEDURES

Applicants Must Now Pass Knowledge Test Before Getting a Learner''s Permit

A new Pennsylvania motorcycle- licensing procedure begins Monday, Jan. 9, that will require motorcycle operators to successfully complete the motorcycle knowledge test before they receive a Class M motorcycle learner''s permit.

Previously, the learner''s permit was issued after a motorcyclist completed an application and paid the required fees and before the knowledge test was administered.

''This is an important step that will improve overall motorcycle safety,'' Pennsylvania Department of Transportation Secretary Allen D. Biehler, P.E., said. ''We want to make sure that anyone learning to drive a motorcycle has the essential knowledge and understanding before riding on the open road.''

Applicants will still need to complete a motorcycle learner''s permit application (Form DL-5) and pay the required fees. Now, however, they will take the motorcycle knowledge test immediately after returning the application. PennDOT will issue a motorcycle learner''s permit if the knowledge test is passed.

''The implementation of the new motorcycle learner''s permit procedure is now consistent with non-commercial and commercial licensing processes in our state,'' Biehler said.

All motorcycle learner''s permits issued by PennDOT before Jan. 9 will not be affected by this procedural change.
